Juan Carlos Muñoz is the Secretary of Transport and Telecommunications of Chile. He earned both his MS in Industrial Engineering and Operations Research and PhD in Civil and Environmental Engineering from the University of California Berkeley. He has extensive experience in academia, working in research areas focusing on transport operations, public transport systems, logistics and vehicular traffic theory, among others. Until his appointment as secretary, he was a full professor in the Department of Transport and Logistics Engineering at the Pontificia Universidad Católica de Chile and director of the Centre for Sustainable Urban Development, CEDEUS. 

Muñoz was a member of the committee of experts promoted by the Ministry of Transport and Telecommunications to suggest improvements to public transport and served on the boards of the Santiago Metro and the Valparaiso Regional Metro (MERVAL). He is also the author of the book Bus Rapid Transit and the Restructuring of Public Transit (2016) and has published extensively in national and international journals on mobility and transport issues, being recognised as an international expert.
