Wiley Joins ITS Berkeley

Justin WileyThe Institute of Transportation Studies Berkeley (ITS Berkeley) and Partners for Advanced Transportation Technology (PATH) are pleased to announce that UC Berkeley alum Justin Wiley (’09) has joined as the new Strategy and Development Director, effective November 22, 2024.

“This new position is a great fit for Justin and a valuable addition to ITS Berkeley,” says ITS Berkeley Director Daniel Rodriguez. “We’re excited to welcome him and eager to see how his expertise will help strengthen the Institute.”

In this role, Wiley will divide his time between ITS Berkeley and PATH, focusing on developing a resilient transportation research portfolio and building partnerships with public and private entities to secure funding and create new opportunities. He will lead efforts to identify and secure new funding sources, working with researchers and stakeholders to develop and submit proposals for grants, contracts, and partnerships. Additionally, Wiley will expand support for innovative transportation research and initiatives by fostering relationships with partners across government, industry, and academia.

“I’m inspired by ITS’s commitment to addressing critical challenges in sustainable transit, transportation technology, and mobility equity,” Wiley says. “My goal is to expand the reach of ITS’s innovative research by securing funding, developing strategic partnerships, and building a strong research ecosystem that helps create a more sustainable and equitable future for all.”

Wiley’s roots are deep at UC Berkeley. As a student, he earned a BS in Environmental Science, Policy, and Management and founded BicyCal, a student-run bike shop on Lower Sproul. Supported by $20,000 in University grants, the shop was created to promote sustainable transportation and remains active on campus today.

After graduating in 2009, Wiley founded Green Bike Share, one of the first dockless bike-share companies. In 2012, he joined Jump Bikes as the second employee and VP of Business Development. Following the company’s acquisition by Uber in 2018, he continued as Head of Business Development, leading the expansion of micromobility electrification at scale. He then served as Head of Strategic Partnerships at Swiftly, advancing public transit innovation through collaborations with technology providers, transit agencies, and industry partners. Wiley went on to expand his expertise in business development and strategic partnerships through leadership roles at Denizen, Replo, and Ascend Labs. 

Currently based in Southern California, Wiley will soon return to Berkeley with his wife, three-year-old daughter, and nine-month-old son.
